Civil engineering RAMS template: build a method for the actual job

Direct answer. A civil engineering risk assessment and method statement (RAMS) should describe the specific operation, site, sequence, people, plant, hazards, controls and stop points. “Civil engineering” can mean a drainage connection, reinforced-concrete pour, highway crossing, retaining-wall construction or utility diversion. No single completed RAMS can safely authorise all of them. The worksheet below is deliberately blank and modular: select the applicable work package, attach designs and permits, replace prompts with site facts, have a competent person review it and brief the workforce before work. Before filling in the form

Define one operation and boundary. “Install 75 metres of drainage in a live yard between chainages A and B” is assessable. “Do civils” is not. State whether excavation, structural alteration, lifting, formwork, concrete, temporary traffic control or confined-space entry is included. If several specialist operations need different controls and supervisors, create linked work-package RAMS rather than one unwieldy document that hides the critical steps.

Ask the client or principal contractor for relevant pre-construction information: service plans, ground investigation, known contamination or asbestos, traffic arrangements, existing structural assumptions, buried structures, interfaces with occupiers and the current construction phase plan. A designer or temporary-works specialist may need to resolve a hazard before the work method can be set. Under CDM 2015, contractors plan, manage and monitor work under their control; on a multi-contractor project the principal contractor coordinates the construction phase. HSE explains that method statements are useful for planning and communicating work, while not generally a legal requirement as a document. Specific demolition, dismantling or structural-alteration arrangements must be recorded in writing. Client or principal-contractor rules may separately require a RAMS for access to a particular site. Hold point A — information. Do not issue a safe-start decision until the scope, applicable plans, existing services and significant design assumptions are resolved. If a drawing conflicts with site evidence, escalate and revise the method rather than silently choosing one.

Do not mistake a training card for proof that a person is competent for this specific plant, ground condition or temporary-works sequence. Brief the work group on changes and give them a clear stop-work escalation. Where a subcontractor controls a specialist operation, define the interface rather than simply attaching that subcontractor’s document and assuming coordination is complete.

Add or remove rows so the sequence matches the real work. Assess risks using the employer’s defined matrix if one is used. A lower post-control number is not evidence that a trench is stable or an isolation is effective. Controls need named owners and checks. The workers who will perform the task should be able to identify the decision points without decoding several pages of boilerplate.

D. Method statement by stage

  1. Receive and secure the site. Confirm site induction, boundaries, pedestrian diversion, delivery routes and the current principal-contractor plan. Inspect the area with affected parties. Record existing damage and any live operations that could be disturbed.
  2. Verify design and services. Obtain relevant owners’ utility information and assess its limitations. HSE’s HSG47 describes the three elements of a safe system near underground services: plan the work, locate and identify services, then excavate safely. Record the detection method and competent operator; expose suspected services under an agreed safe method. Plans and locator indications should not be treated as proof that there are no services.   3. Establish temporary controls. Confirm barriers, traffic management, excavation support, dewatering, exclusion zones and any engineered temporary works before exposing people to the hazard. Name the design and inspection references rather than writing “use suitable support”. Temporary-works arrangements require the right design, installation and control for the task.   4. Execute in the approved sequence. State which machine or crew completes each operation, where spoil or materials go, how pedestrians are excluded, how lifting is controlled, and what adjacent trades must stop or be told. No one should enter an unsupported excavation or work beneath a suspended load merely because the form has a signature. Stop for changes to ground, groundwater, services, design or access.
  5. Inspect and record. Identify inspections before entry, after a material change and at the frequency required by the applicable activity and site system. Attach actual inspection records. Check that a temporary control stays effective as the work advances, rather than treating an initial pre-start check as valid indefinitely.
  6. Close and hand over. Confirm testing, reinstatement and protection of retained services. Remove temporary works and traffic measures in the agreed order. Give the principal contractor as-built changes, outstanding risks and required records for the health and safety file where applicable.

Hold point B — safe start. The supervisor records whether the job can proceed, must be revised or must stop. A changed machine, new buried service, design change, unexpected water or public-access conflict returns the method to review. The person authorised to revise the RAMS signs the new version and briefs affected workers.

Select only the modules that fit

Excavation or groundworks. Record ground conditions and groundwater, the support design or battering strategy, access/egress, spoil and plant setback, inspection arrangements and what happens after heavy rain. Highways or occupied sites. Identify the person who approves the traffic arrangement; separate construction plant, public vehicles and pedestrians physically where feasible; check visibility, turning, deliveries and any permit/road-authority requirement. A banksman alone does not substitute for a workable traffic layout. HSE traffic management.

Structural or temporary works. Name the design, design checker where specified, temporary-works coordinator or equivalent role, installation and inspection hold points, load limits and removal sequence. Do not accept “engineer to advise” as a finished control when work is about to start. HSE temporary works.

Lifting, confined spaces, hazardous substances or demolition. These can trigger specialist plans, competence, permits, rescue arrangements or legally required written arrangements. Attach those documents after competent review; do not let this generic form replace them. If the operation is outside the writer’s knowledge, stop at the scoping stage and appoint the specialist.

Brief, revise and retain the evidence

Record the date, version and workforce briefing, including subcontractors affected by a changed method. Ask the workers to explain the critical hold points: where they stop if a service is found, who checks the excavation, which area is excluded during a lift and how an injured person is reached. An attendance signature is useful evidence of a briefing, but is not proof that the controls were in place.

After a near miss, plan change or substantial alteration to the working area, revise the relevant steps and communicate the new version. Keep the superseded version so the decision history is understandable. If a client asks for a RAMS to be “site specific”, the response should be to verify site facts and controls, not just replace the project name in a master file.
