Insulation method statement template: plan the material and the building detail

An insulation method statement should identify the exact building element, insulation product and approved installation detail, then describe how workers will survey, access, prepare, fit, inspect and hand over the work safely. The copyable form below is for building insulation in Great Britain. It is deliberately adaptable because loft rolls, cavity fill, external wall systems, pipe lagging and fire-rated assemblies do not share one installation method. Replace every bracket with the actual product, design and site conditions; remove branches that do not apply.

A method statement helps communicate the controls identified by the risk assessment. HSE says one may be useful for construction, particularly where work is complex or hazardous, but there is no universal statutory form for every insulation task. The existing Complys general method statement template owns the cross-trade form. This proposed page has a distinct insulation-specific sequence and stop points. If a dedicated insulation form already exists in the repository, merge these fields into that owner.

First decide what “insulation work” means here

Record whether the task is fitting loft or roof insulation, wall-board or cavity insulation, external wall insulation, pipe/duct insulation or replacing an existing material. Identify the element's structural, moisture, ventilation and fire functions. Check drawings, manufacturer instructions, the designer's approved detail and the relevant building-control or building-regulation route for the nation and building type. Do not use an England-only Approved Document as a universal rule for Scotland or Wales. The GOV.UK Approved Document B page expressly applies to England and includes amendments with different effective dates; a competent designer must select the operative version and system detail.

Older insulation and adjacent boards may contain asbestos. HSE warns that asbestos can occur in lagging, fireproof panels, insulation and concealed building fabric. Work must stop on suspected material until the appropriate information and competent decision are available. This template does not authorise asbestos removal or disturbance. The product hazard sheet and task assessment also determine controls for dust, fibres, adhesives and cutting.

A tick in the fire-detail row must refer to an actual drawing, specification or competent design decision. For England, Approved Document B includes cavity-barrier and fire-stopping guidance, but the correct provisions depend on building type, height, system and the version in force. This template intentionally provides no generic cavity-barrier spacing, reaction-to-fire rating or test claim. Follow the designer and current jurisdiction-specific requirements.

HSE's construction dust guidance explains that dusts produced by construction work can damage health; the specific control must match the material and cutting process. Do not rely on “dust mask supplied” without assessing extraction, containment and the need for suitable, correctly used RPE. Work at height requires a separate assessment; HSE's hierarchy begins with avoiding the height where reasonably practicable and then preventing a fall. A loft hatch, scaffold, roof or ladder each has different access conditions.

The sequence must be adapted for a specific system. For example, cavity-fill injection, external wall insulation and pipe lagging each require different checks and competence. A template that lists all of them as if they occur on one job is misleading. Product-specific technical values and fire/thermal claims should come from the approved system and design, not this page.

Some issues require urgent emergency arrangements; others require a design revision. Name who decides and how the workforce receives the new method. An installer should not conceal an unresolved fire-stopping detail because the surface will be boarded that afternoon.

Handover should identify product, location, batch or traceability required by the project, inspection evidence, any deviation, maintenance or future-access warning, and who accepted the work. Keep records consistent with the relevant building project requirements. A signed method statement is not proof that a concealed detail was correctly fitted; inspection evidence matters.

Example: loft insulation in an older occupied building

A contractor is asked to add loft insulation above an occupied corridor. The team checks the building's asbestos information before disturbing old boards or insulation and asks the designer how ventilation paths and the fire compartment line must be maintained. Access through the hatch is assessed; the installation method does not assume that stepping between joists is safe. Materials are stored away from the escape route. When an unidentified board is exposed, the work stops and the area is controlled pending competent identification. Only after the design and hazard hold points are cleared does installation resume. This is an illustrative process, not a finished method for a particular loft.

Common template failures

Verify current functionality and terms before claiming a generated output meets a particular fire or building-regulation detail. Software cannot identify concealed asbestos or approve an insulation assembly; those are competent, site-specific decisions. Complete the form against the approved design and verify physical controls before work starts.
