Personal Protective Equipment (PPE) Toolbox Talk

Personal Protective Equipment is the last line of defence in the hierarchy of safety controls. The Personal Protective Equipment at Work Regulations 1992 (amended 2022) require employers to provide suitable PPE free of charge. Common UK construction PPE includes hi-vis, hard hats, safety boots, gloves, eye protection and respiratory equipment.

Why this matters

PPE only protects you if it fits, is in good condition, and is actually worn. Cheap or inappropriate PPE creates a false sense of security worse than no PPE at all. Most PPE failures are because of fit, maintenance or non-use - not because the equipment failed.

Key hazards and controls

Hazard 1: Damaged hard hats from impact or sun
Control: Inspect before each use. Replace after any impact or every 3 years even without impact
Hazard 2: Worn-out safety boots not protecting toes
Control: Daily check. Replace when steel toe is exposed or sole is worn through
Hazard 3: Gloves wrong type for the task
Control: Cut-resistant for sharp materials, chemical-resistant for hazardous substances
Hazard 4: Hi-vis dirty or faded losing visibility
Control: Wash regularly. Replace when faded - especially for night work
Hazard 5: Eye protection scratched or fogged
Control: Anti-fog wipes, replace damaged. Match standard to risk
Hazard 6: RPE not face fit tested
Control: Mandatory face fit testing for all tight-fitting masks. Annual minimum

Key messages

  • 1.PPE is the LAST resort, not the first
  • 2.Damaged PPE is worse than no PPE - it gives false confidence
  • 3.Wear it correctly or it does not work
  • 4.PPE is provided free under UK law - any employer charging for PPE is breaking the law
  • 5.Replace at the right intervals, not when it falls apart

Signs of trouble (for supervisors)

Things to spot during site walks that suggest the message has not landed:

  • !Hard hats with cracks or impact damage in use
  • !Steel toes exposed in safety boots
  • !Workers using wrong glove type for the chemicals
  • !Hi-vis clothing in poor condition
  • !Tight-fitting RPE without face fit testing record

Questions to ask workers

Use these in your daily walkrounds and toolbox talks:

  • Q.When did you last inspect your PPE?
  • Q.Has your hard hat been hit recently?
  • Q.Are you face fit tested for the mask you are using?
  • Q.Are your gloves rated for the substances you are using?
  • Q.Where is replacement PPE available if yours is damaged?

UK legislation

  • SSPersonal Protective Equipment at Work Regulations 1992 (as amended 2022)
  • SSHealth and Safety at Work etc Act 1974
  • SSControl of Substances Hazardous to Health Regulations 2002
