Asbestos management software

Keep your asbestos register in one place, capture surveys on site with automatic HSG264 scoring, digitise reports you already have, and see which registers are due for review.

What is asbestos management software?

Asbestos management software is where a duty holder meets the duty to manage asbestos: a digital asbestos register of every asbestos-containing material (ACM), with its condition, HSG264 risk assessment, recommended action and re-inspection date, all kept current and auditable. It replaces the spreadsheet-and-filing-cabinet approach that lets a survey go stale and a re-inspection get missed.

Complys holds the register, lets a competent surveyor capture a survey on site with automatic HSG264 scoring, digitises survey reports you already have into a living register, and tracks review dates across a whole property portfolio, alongside your fire risk assessments and other compliance. It never replaces the survey itself; the inspection, sampling and professional judgement stay with the competent surveyor.

Who has the duty to manage asbestos?

Regulation 4 of the Control of Asbestos Regulations 2012 places the duty to manage on whoever is responsible for the maintenance of non-domestic premises, and the common parts of residential blocks. In practice that is the owner, landlord, managing agent or facilities manager. The duty applies to any building that may contain asbestos, anything built or refurbished before the year 2000 is a candidate.

What the duty to manage requires

There are five things the duty holder must do:

  1. 1
Find out whether asbestos is present

Hold the survey information for the premises, or capture a new survey on site. Presume asbestos is present unless there is strong evidence otherwise.

  2. 2
    Keep an up-to-date record

Maintain a register of the location and condition of every asbestos-containing material, with its risk assessment.

  3. 3
    Assess the risk

Score each material to HSG264 (material + priority assessment) so you know which materials need action first.

  4. 4
    Prepare a management plan

Record how the risk from each material will be managed, who is responsible, and the actions and timescales.

  5. 5
    Review and monitor

Re-inspect materials and review the plan regularly, and whenever the building, its use or its condition changes.

A digital asbestos register, not a PDF in a drawer

The register is the up-to-date record the regulations require: the location, description, extent and condition of every ACM, with its risk assessment and recommended action. Complys keeps this as a structured, editable register rather than a static survey PDF, so it can be updated when a material is removed or its condition changes, and every entry carries its own re-inspection date.

The asbestos management plan

The management plan is the written record of how the risk from each material will be managed: who is responsible, what actions are needed, and the timescales. Complys holds the recommended action and re-inspection date against each material in the register, the information your management plan is built on, and keeps it current as materials are re-inspected, remediated or removed. Producing and owning the written plan itself stays with the dutyholder.

On-site survey capture and HSG264 scoring

A competent surveyor can fill in each material as they survey, location, product type, condition, surface treatment, asbestos type, and the occupancy and disturbance factors, and Complys scores it to HSG264 automatically (a material assessment and a priority assessment, combined into an overall risk band). The surveyor generates the report and register at the end; the app does the scoring and the record-keeping, the surveyor does the survey.

Digitise an existing survey report

If you already hold a survey, upload the PDF and Complys extracts the materials into a structured register you can manage and re-issue, so an old report becomes a living record with tracked re-inspection dates, rather than a document that sits untouched until the next survey.

Managing asbestos across multiple properties

For anyone with more than one building, the hard part is knowing where the gaps are. Complys links each register to a property and gives you a coverage view: which properties have a register, and which are due for review. It sits alongside your gas, EICR, EPC and fire risk assessment tracking so the whole compliance picture for a portfolio is in one place.

Asbestos management, FAQs

What is asbestos management software?

Software that helps a duty holder meet the duty to manage asbestos: it holds a digital register of asbestos-containing materials, records the HSG264 risk assessments, captures each material's recommended action and re-inspection date, and tracks review dates. It is where the register lives and stays current, it does not replace a competent surveyor's survey.

Who has the duty to manage asbestos?

Under regulation 4 of the Control of Asbestos Regulations 2012, whoever is responsible for the maintenance of non-domestic premises, and the common parts of residential blocks, has the duty to manage the asbestos in them. That is often the owner, landlord, managing agent or facilities manager.

Does the software carry out the survey?

No. A survey needs a competent surveyor to inspect and, where necessary, sample and have materials analysed by a UKAS-accredited laboratory. Complys lets that surveyor capture their findings on site and produce the report, and it holds the register and tracks reviews, the professional judgement stays the surveyor's.

Can I bring in a survey I already have?

Yes. Upload an existing asbestos survey report and Complys digitises it into a structured, editable register so you can manage it, track re-inspection dates and re-issue it, rather than leaving it as a PDF in a drawer.

How does the risk scoring work?

Each material is scored to HSG264, a material assessment (product type, extent of damage, surface treatment and asbestos type) and a priority assessment (occupant activity, likelihood of disturbance, human exposure and maintenance). Complys calculates the scores and overall risk band automatically.

How often should an asbestos register be reviewed?

Review the register and your management arrangements at least once a year, and sooner whenever a material's condition, location or likelihood of disturbance changes, or the building or its use changes. The frequency of the individual condition inspections should be risk-based. Complys tracks review dates and flags which registers are due for review.

Does it work across a property portfolio?

Yes. Link each asbestos register to a property and see portfolio coverage at a glance, which properties have a register and which are due for review, alongside your gas, EICR and EPC tracking.
