Property manager compliance checklist
Gas safety, EICR, EPC, fire risk and every certificate a property manager needs to track across their portfolio.

Property managers — whether managing residential lettings, commercial properties or a mixed portfolio — carry significant legal responsibilities for the safety and compliance of the properties in their care. Missing a certificate renewal can result in fines, prosecution and invalid insurance.
Residential lettings compliance
Mandatory certificates
- Gas Safety Certificate (CP12) — legally required annually for every property with gas appliances. Must be carried out by a Gas Safe registered engineer. Tenants must receive a copy before move-in and within 28 days of each annual check.
- Electrical Installation Condition Report (EICR) — legally required every 5 years for all rental properties in England. Must be carried out by a qualified electrician. Tenants must receive a copy before move-in.
- Energy Performance Certificate (EPC) — required before letting a property. Valid for 10 years. Minimum rating of E required (with exceptions). From 2025 onwards, stricter standards are being phased in.
- Portable Appliance Testing (PAT) — not legally mandated but best practice for any electrical appliances provided with the property
Fire safety
- Smoke alarms — at least one on every floor. Tested at the start of each tenancy. Record checks.
- Carbon monoxide alarms — legally required in any room with a fixed combustion appliance (boiler, gas fire, log burner)
- Fire Risk Assessment — legally required for HMOs and common areas of blocks of flats
- Fire doors — required in HMOs and purpose-built blocks. Inspection records should be maintained.
Legionella
- Legionella risk assessment — required for all rental properties. Frequency depends on risk level but typically every 2 years.
Commercial property compliance
- Fire Risk Assessment — legally required under the Regulatory Reform (Fire Safety) Order 2005. Must be reviewed regularly and after significant changes to the building.
- Asbestos Management Survey — required for any commercial building built before 2000 where asbestos may be present. An asbestos management plan must be in place and made available to contractors.
- EICR — recommended every 5 years for commercial properties
- Gas Safety — annual inspection by Gas Safe engineer for any gas appliances
- Lifts — LOLER thorough examination every 6 months
- Fixed wire testing — periodic electrical testing of the fixed installation
- Emergency lighting testing — monthly and annual tests, records kept
- Fire alarm testing — weekly and annual tests, records kept
Contractor compliance
Any contractor you instruct to work on your properties should be verified before appointment:
- Gas Safe registration (for any gas work)
- Electrician registered with a competent person scheme (NICEIC, NAPIT)
- Public liability insurance (min £1m, ideally £5m)
- Relevant trade qualifications and CSCS cards
