DBS checks for drivers & transport roles
There is no single “DBS check for drivers”. What a driver needs depends on who they carry, why, and sometimes the licensing regime — not on the fact that they drive. This page separates the routes so you can place a specific driving role correctly.
Five routes, not one
- Ordinary driving (goods, or the general public not because of age/illness/disability) — no DBS eligibility from driving itself.
- Taxi and private-hire (PHV) licensing — a separate regime with its own DBS expectations, via the licensing authority.
- Transporting children under formal arrangements — can be regulated activity with children.
- Conveying adults to/from care because of age, illness or disability — can be regulated activity with adults.
- Entering a school, care home or hospital — eligibility then turns on contact and frequency at that place, not on the driving.

Taxi and private-hire drivers
For taxi and PHV drivers the Department for Transport’s statutory standards say licensing authorities should require an Enhanced DBS check together with a check of both the children’s and adults’ barred lists, with continuous DBS Update Service registration and re-checks every six months, obtained through the licensing authority. [GOV.UK] These are statutory standards that authorities must have regard to, so confirm your licensing authority’s current policy rather than treating the level as automatic.
Transporting children and adults
Driving can be regulated activity with children where a vehicle is used only to convey children under prescribed arrangements (for example council-arranged home-to-school transport) and the frequency condition is met — pointing to an Enhanced check with the Children’s Barred List. [GOV.UK] Separately, conveying an adult to, from or between care, health or social-work services because they cannot travel themselves due to age, illness or disability is regulated activity with adults — pointing to an Enhanced check with the Adults’ Barred List. A taxi/PHV driver acting under an ordinary private hiring is excluded from that adults’ conveying category. [GOV.UK]

FAQs
Do all drivers need an Enhanced DBS check?
No. There is no DBS eligibility that comes from driving itself. An ordinary commercial, HGV or delivery driver is not eligible for a Standard or Enhanced check just for driving — anyone can obtain a Basic check, and an employer may require one as a matter of policy. Higher levels apply only where the specific role brings in taxi/PHV licensing, or regulated activity through transporting children or certain adults.
Do taxi and private-hire drivers get both barred lists checked?
The Department for Transport's statutory standards say licensing authorities should require an Enhanced DBS check together with a check of both the children's and adults' barred lists for taxi and PHV drivers, with continuous Update Service registration and re-checks every six months.
