The regulation 10 duties
Under regulation 10 of the Fire Safety (England) Regulations 2022, in multi-occupied residential buildings with storeys over 11 metres in height, the responsible person must carry out quarterly checks of all fire doors (including self-closing devices) in the common parts, and — on a best-endeavours basis — annual checks of all flat entrance doors that lead onto the common parts. These duties have applied since 23 January 2023. The over-11-metre threshold sets when these specific check frequencies apply — it does not mean shorter buildings have no fire-door duties; below 11 metres a general fire-precautions duty under the Fire Safety Order still applies. Do buildings 11 metres or below have no fire-door duties?
No. The over-11-metre threshold sets when regulation 10's specific quarterly and annual check frequencies apply — it does not mean shorter buildings escape fire-door duties. Responsible persons for multi-occupied residential buildings 11 metres or below still have a general fire-precautions duty under the Fire Safety Order to keep fire doors, including flat entrance doors, capable of providing adequate protection, and must give residents information about fire doors regardless of building height. What do the fire door regulations require?

Is a regulation 10 check the same as a detailed fire door inspection?
No. The regulation 10 checks are routine visual checks the responsible person arranges; a detailed inspection by a competent fire door inspector is a separate, more thorough exercise.
