How often should health and safety training be refreshed?
There is no single answer such as "all health and safety training must be repeated every year." Different training has different requirements. Some qualifications have defined renewal periods. Some workplace instruction should be refreshed when risks or work change. Some training has no universal statutory expiry date at all. The correct question is: when does this worker need more training or instruction to continue working safely and competently?
Does all health and safety training expire?
No. A company should not automatically mark every training record as expired after 12 months unless that reflects a genuine requirement or deliberate internal policy. There are three concepts worth separating: certificate/qualification expiry (a scheme may have a defined validity or renewal period); refresher training (additional training may be needed to maintain knowledge or competence); and an internal review date (a business may choose to periodically review whether training remains suitable). Those are not necessarily the same date.
What can trigger refresher training?
- •Changes to work — a changed task can make old instruction incomplete.
- •New equipment — workers may require additional training before using unfamiliar machinery.
- •New hazards — new substances, processes or conditions can create new training requirements. HSENI explicitly describes adequate training when workers are recruited and exposed to new hazards.
- •An incident or near miss — an event may indicate workers did not understand or correctly apply the controls.
- •Poor performance — observation may show that knowledge or competence has deteriorated.
- •Long periods without performing the task — skills can decline where they are not used.
- •Changes to guidance or procedures — new arrangements may require workers to be briefed or retrained.
- •Defined qualification renewal — where the relevant scheme genuinely requires renewal, the business should manage that date.
Does refresher training have to be annual?
Not universally. An organisation may decide annual refresher training is appropriate for a particular subject or risk. But it should be described as a company policy unless legislation or the applicable scheme actually sets that period. This distinction matters for trustworthy compliance content.
Training needs should be reviewed
HSENI's workplace transport guidance recommends periodically assessing training needs, including the need for refresher training, and describes ongoing training as important to continued competence in a changing workplace. The underlying principle applies more broadly: training should remain appropriate to the worker's actual role and risks.
Don't wait for a certificate to expire
Suppose somebody has a certificate that remains valid for another year. If they demonstrate unsafe working today, waiting until the certificate expiry date would make little sense — the business should respond to the actual competence issue. Likewise, a qualification without a formal expiry date doesn't mean the person can never require further instruction.
Training records need different date types
A good system should distinguish, where relevant, between the completed date, certificate expiry, renewal due and an internal review/refresher date. Conflating them creates false compliance alerts.
What about toolbox talks?
Toolbox talks can reinforce particular risks, controls or lessons learned. They may be useful after changes to work, incidents, new site conditions, seasonal risks or identified unsafe practices. But a toolbox talk should not be used as a substitute for more substantial training where that is actually required.
Link training to the role
