In Great Britain, the Health and Safety (First-Aid) Regulations 1981 require an employer to provide adequate and appropriate first-aid equipment, facilities and people; in Northern Ireland the equivalent duties are set by the Health and Safety (First-Aid) Regulations (Northern Ireland) 1982 (as amended). Does every workplace need a trained first-aider?
Not automatically. Under the first-aid regulations — the Health and Safety (First-Aid) Regulations 1981 in Great Britain, and the Health and Safety (First-Aid) Regulations (Northern Ireland) 1982 (as amended) in Northern Ireland — what you must provide is decided by a first-aid needs assessment. In lower-risk workplaces the assessment may conclude that an 'appointed person' to take charge of first-aid arrangements is enough, rather than a trained first-aider; higher-risk workplaces will usually need trained first-aiders.
